Hirotoshi Honda, a teacher of a prestigious private girl’s high school, is arrested on suspicion of violating the nuisance prevention ordinance for molestation on a train and sent to prosecutor Sakata. High school student Reina claims he touched her buttocks in the packed train but Honda denies the crime and calls it a fabrication and claims he was blackmailed by Reina on the train platform. Reina denies his allegation. Even for a misdemeanor, Sakata believes not pursuing the truth is like death as a prosecutor.

Tsukiko is part of the photography club at school, but has always felt less than her sister Tomie. She's cute and very popular among boys. Higashigaoka Junior High School is in turmoil as one of the pupils, Noguchi, who had been bullied, attempted suicide last term. On the first day of the new term, a substitute teacher arrives to take the second year class. When the teacher, Murauchi (Hiroshi Abe), introduces himself, the pupils are surprised by his stutter. He has a speech impediment. Unable to speak eloquently, Murauchi faces his pupils with ‘words of truth’. His first instruction to the pupils is to return Noguchi’s desk and chair to the original place in the classroom. Every morning Murauchi greets the empty desk, “Good morning, Noguchi.” This causes a ripple beyond the classroom and among other teachers and parents, but Murauchi will not stop doing it. Eventually the day comes when Murauchi must leave.

No Pants Girls is a 3 segment film directed by Sono Sion, Shô Tsukikawa and Reiko Saito. They deal with girls discovering sexuality, through their innocent eyes. The actors and actresses are the same in the three films.
