A young bureaucrat for the Tennessee Valley Authority goes to rural Tennessee to oversee the building of a dam. He encounters opposition from the local people, in particular a farmer who objects to his employment (with pay) of local black laborers. Much of the plot revolves around the eviction of a stubborn octogenarian from her home on an island in the river, and the young man's love affair with that woman's widowed granddaughter. The naive cowboy Tod Lohman accidentally kills the son of the powerful land baron Hunter Boyd. Tod runs for his life, pursued by the dead man's vengeful brothers. In between gathering clues, the kids play matchmaker by trying to fix up their widowed mom with the handsome detective investigating the case.

Carmen, a gypsy, working in a Spanish cigar factory, is flaunted by Escamillo, the bullfighter, but infatuates José, a soldier, who aids her to escape from jail and follows her to the gypsy camp. Tiring of his love, Carmen finally fascinates Escamillo and the love-crazed José kills her at a bull fight just as Escamillo is being proclaimed by the audience.

Rafi arrives in the city in search of Pervaneh who was taken by the Sultan. He is joined by Hassan the confectioner. Rafi is captured by the Sultan, but Hassan leads a surprise attack on the palace and the lovers are united.
